Use preparedness guidance to define alarm continuity
Chetwynd's emergency-preparedness guidance notes that disasters can disrupt phone, electricity and other services. Use that to ask which alarm signals, batteries and communication paths the property needs during an interruption. It is not evidence that outages are frequent at the site. Agree signal-loss reporting and retest communications after network changes rather than assume a cellular backup is suitable everywhere.
